    Insurer Recognizes Foreign Record Notes

    Licence exchange means physically swapping your foreign licence for an Ontario licence without doing the full graduated licensing process (G1 written test, G2 road test, G road test). This is only available for the 17 countries with full reciprocal agreements with Ontario.

    Insurance recognition is a separate matter. Even if your country doesn't have a reciprocal agreement, you can still provide your foreign driving abstract to an insurer and ask them to recognize your years of experience when setting your premium. Most insurers will consider this — but acceptance varies widely.

    The MTO's foreign driving record system allows you to register your foreign abstract with the MTO, which makes it easier for insurers to access. However, submission to your insurer directly is often sufficient without MTO involvement.

    The key point: don't assume you start from zero. Even if your country isn't on the full reciprocal list, your driving history still has real value — you just need to know how to present it.
